This brave little bush comes back time after time and I can't tell what it is. Maybe it will finally flower this year and give me a better clue. Anyone have ideas from the leaves?

Yes, fuzzy. It is a tenacious thing. I pulled it up more than once :) maybe it'll bloom soon and help me out.
I know nothing about the bush but I LOVE this photo with the white rocks and the tree...it's very striking and looks so peaceful.
